Cheng Xingling (1900-1987), formerly known as Buyun, was born on April 29, 1900 in Guanzhuang Township, Liling County, Hunan Province. He was the younger brother of Cheng Qian, a first-class army general in the National Revolutionary Army and the Kuomintang uprising general.
In 1916, he entered the Hunan Provincial First Normal University to study, the same school as Mao Zedong. During this period, influenced by progressive teachers and students, he actively sought revolutionary truth and participated in the May 4th patriotic movement.
In 1921, he was admitted to Peking University and majored in education. Mr. Yu Dafu once taught him English and prose. During this period, he joined the left wing of the Kuomintang and became one of the first friends of the Kuomintang to cooperate with the Communist Party in underground activities in Beijing.
During the Anti-Japanese War, from 1939 to June 1940, he served as counselor of the Tianshui Camp of the Kuomintang Military Commission. He went to the Taihang Mountain Anti-Japanese Base Area for inspection and was warmly received by Commander-in-Chief of the Eighth Route Army Zhu De and senior generals such as Peng Dehuai, Liu Bocheng and Zuo Quan.
In 1941, he served as consultant to the Guangxi Provincial Government. In February 1942, he served as consultant and secretary-general of the Fujian Provincial Government. He resisted the reactionary measures of the Kuomintang authorities, implemented and helped Liu Jianxu adopt some more enlightened policies in Fujian.
In August 1945, Yang Chao was arrested by the Kuomintang Fujian authorities because of his work exposure. Cheng Xingling was implicated in the "Yang Chao Case" and was recalled to Chongqing by Chiang Kai-shek. He was then condemned to Taiwan. At the end of that year, he was arrested for "covering communists" and was imprisoned in the Special Task Force of the Taiwan Chief Executive's Office. In January 1947, Liu Fei and Xu Xiaoyan jointly guaranteed his release and survived.
In August 1948, the Hunan Provincial Working Committee of the Communist Party of China (working committee representative Yu Zhihong, 1916-1972, served as the director of the Philosophy Department of Wuhan University after the founding of the People's Republic of China) revised a book for Cheng Xingling, who was stranded in Taiwan, and invited him to participate in instigating the peaceful liberation of Hunan. After receiving the invitation letter from Yu Zhihong, Cheng Xingling risked her life and traveled from Taiwan via Hong Kong without hesitation to return to Changsha. Under the cover of her position as director of the Hunan Provincial Material Regulation Committee and deputy director of the Party, Government and Military Joint Office, she served as the coordinator of Cheng Qian's peace talks with the CCP. Plenipotentiary, he spoke to Cheng Qian many times and secretly discussed the uprising. Cheng Qian entrusted him to contact Zhou Li and Yu Zhihong of the Hunan Provincial Working Committee of the Communist Party of China. He represented Cheng Qian and jointly planned the uprising with Chen Mingren’s representatives Wen Taimo and Li Junjiu, which ultimately led to the telegram between Generals Cheng and Chen on August 4. uprising.
On September 23, 1949, Cheng Xingling, one of the 26 Kuomintang uprising generals, was received by his senior Mao Zedong in Beijing.
After the founding of the People's Republic of China, he served successively as Vice Chairman of the People's Government of Hunan Province and Director of the Culture and Education Committee, Vice Governor and Director of the Sports Committee, member of the Standing Committee of the first session of the Hunan Provincial Committee of the Chinese People's Political Consultative Conference, member of the second and third sessions, and vice chairman of the fourth session.
