The College of Engineering of Xingda University is expanding rapidly, and its classrooms and factories are insufficient for use, so there is a need to build a new school building. In addition, the school authorities felt that the various colleges were scattered and difficult to manage, and it was even more necessary to build a university building to consolidate all the colleges in one place. So a place was chosen across the river from Zengbu as the site for the construction of a new school building. At that time, some materials had been purchased to prepare for construction.
